Interview with Professor Fred McDougall and Gary Martin

Abstract

An interview with Deputy Vice-Chancellor Professor Fred McDougall and Director Planning and Strategy Gary Martin - Heritage Buildings was recorded in June 2010. Interviewer Rob Linn discusses the reformation of the Australian university system in the mid-1980s triggered by the Federal governments’ decision to charge students to attend university. The introduction of the Higher Education Contribution Scheme (HECS) led to significant transformation in the programs and culture at the university, and facilitated the development of the International Student program. Deputy Vice-Chancellor McDougall began working at the university in 1974 in the School of Business, and in the late 1980s played a key role in the implementation of the university’s HECS based Fee Reform program. Mr Gary Martin became the first independent Registrar of the Faculty of Humanities and Social Sciences in 1993 and his focus on Strategic Planning, Change Management and Organisational Change helped shape these new policies, which revolved around future planning and forward-looking development cycles designed to manage the new university system.
